Britain and France Will Dispatch Forces to the Country should a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The UK and France have inked a statement of purpose concerning the positioning of armed personnel in the nation in the event a peace agreement be made with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he said that the two nations would "create defense centers across Ukraine and construct protected installations for arms and military equipment" to discourage any future incursion.

The allied nations also proposed that the America would assume leadership in overseeing a truce.

Moscow has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has as yet not responded on this new declaration.

The Situation and Continuing Conflict

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Russia at this time holds approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to stand with Ukraine for the duration," commented the British leader.

Heads of state and high-ranking officials from the "Allied Coalition" took part in the Paris negotiations.

He stated at a joint press conference, the Prime Minister further said: "It creates the pathway for the operational parameters under which allied and coalition forces could work on the ground in Ukraine, protecting Ukraine's skies and seas, and rebuilding Ukraine's military for the years ahead."

The PM also stated that Britain would participate in any US-led monitoring of a possible ceasefire.

Security Guarantees and Diplomatic Positions

Top US negotiator Steve Witkoff said that "lasting defense assurances and substantial economic promises are critical to a enduring ceasefire" in Ukraine – mentioning a major condition made by the Ukrainian government.

Witkoff indicated the allies had "mostly completed" their work on establishing such pledges "so that the Ukrainian people know that when this hostilities ends, it ends for good."

Donald Trump's son-in-law, former American President Donald Trump's representative, also participated in the talks.

Separately, French President Emmanuel Macron stated that Ukraine's allies had made "significant advances" at the meeting.

He added that "comprehensive" defense assurances for Kyiv had been reached in the instance of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "significant development" had been made in the negotiations, but cautioned that he would only deem efforts to be "sufficient" if they led to the end of the conflict.

Recently, Zelensky said a peace deal was "largely prepared". Finalizing the last 10% would "determine the fate of peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Land and security guarantees have been at the center of ongoing disputes for the parties involved.
  • Putin has often said that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, refusing any concession over how to end the war.
  • The Ukrainian President has to date ruled out surrendering any land, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia follows suit.

Moscow currently occupies approximately 75% of the Donetsk region and around 99% of the bordering Luhansk region. The areas form the heartland of the Donbas.

The initial US-led multi-point framework that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This sparked a period of high-level discussions – with all sides trying to adjust the draft.

Last month, Kyiv sent the US an revised framework – as well as distinct documents detailing possible security guarantees and plans for Ukraine's rebuilding, Zelensky added.
